Shipping packages with EPS or PUR require large amounts of thermal regulation material (gel packs, dry ice, PCM etc) to compensate for the lack of insulation effectiveness. These types of prequalified packages tend to be large and heavy to accommodate the amount of thermal regulation material needed.

Prequalified EPS and PUR packages often require several pack-out components with different preconditioning requirements. In addition, the components have to be placed in the package just right for it to work effectively. Lastly, the exact type of pack-out has to be determined based on seasonal temperatures at the shipping origin and destination, while also considering expected transit temperatures in between. This leaves a lot of room for mistakes.
